Israel Warns of Heightened Terror Threats Abroad Ahead of October 7 Anniversary

Israel's National Security Council has issued a new assessment of threats to Israeli citizens abroad, particularly as Jewish holidays approach. The council highlights the potential for terror attacks timed to coincide with the anniversary of the October 7th Hamas attack, which is seen as an increased risk factor for Israelis and Jews worldwide. This assessment reflects current trends in terrorist organizations' activities and their impact on regional threat levels, rather than new travel advisories.

Iran is identified as the primary source of these threats, with Tehran reportedly seeking revenge for Israeli strikes over the past two years. Potential targets include Israeli diplomatic missions, high-ranking officials, and security personnel. Hezbollah is also considered a significant threat, motivated by the deaths of its leaders, while Hamas is reportedly working to establish terrorist infrastructure in Europe for future attacks. Additionally, groups like the Islamic State and Al-Qaeda continue to call for attacks on Jews in Africa, Asia, and Europe.

The upcoming third anniversary of the October 7th attack is a major concern, with expected commemorative events and demonstrations globally. Israelis are advised to exercise heightened caution, especially in crowded areas and during public gatherings, as the anniversary could embolden lone attackers. The Knesset previously noted a rise in antisemitic incidents abroad following the start of the war, particularly in North America.

Israel advises particular caution when traveling to countries considered to be in Iran's "orbit," including Azerbaijan, Turkey, and the UAE, due to their proximity and Iranian infrastructure. Israelis are strongly discouraged from visiting Jordan, Egypt (including Sinai), Qatar, and Somalia. Travel to Iraq, Iran, Syria, Lebanon, and Yemen is legally prohibited due to extreme danger. Saudi Arabia, Bangladesh, Pakistan, Afghanistan, Libya, and Algeria are also classified as high-threat destinations.

Tourists are urged to avoid unnecessarily displaying their Israeli or Jewish identity, speaking loudly in Hebrew in public, and posting real-time location information on social media, especially military personnel and reservists. Increased vigilance is recommended near Jewish sites like synagogues and kosher restaurants. Israelis should be aware of suspicious individuals, unattended items, and avoid political arguments with strangers. The council emphasizes that while travel abroad is still possible, assessing risks and avoiding drawing attention is crucial. Since the war began, 25 Israelis and Jews have been killed in attacks outside Israel.
