Israel Warns of Heightened Threats to Citizens Abroad During High Holidays

As the High Holidays of Tishrei approach and the third anniversary of the October 7th attacks nears, Israel's National Security Council (NSC) has issued a warning to its citizens traveling abroad, urging them to exercise increased vigilance. The NSC's latest assessment indicates that threats against Israelis and Jewish communities worldwide remain elevated, primarily due to the activities of Iran and its proxies, Hamas, and international jihadist organizations. This advisory is an update on security trends rather than a new travel warning.

Since the start of the war, 25 Israelis and Jews have been killed in attacks outside of Israel. The NSC identifies Iran as a principal architect of plots targeting Israeli and Jewish interests abroad, often operating through networks, allied groups, or criminal organizations. Potential targets include diplomatic missions, Israeli officials, security personnel, and Jewish institutions. Hezbollah is also considered a threat, potentially seeking retaliation for war losses, while Hamas continues efforts to establish operational infrastructure in Europe and elsewhere.

The NSC also highlighted risks from global jihadist groups like the Islamic State and Al-Qaeda, particularly in parts of Africa and Asia. The threat of lone-wolf attacks, potentially influenced by extremist content and intensified anti-Israel rhetoric online, is a significant concern in Europe and the United States. Jewish places of worship, community centers, and Israeli or Jewish-identified establishments are considered prime targets.

Authorities are particularly advising caution around October 7th, anticipating pro-Palestinian demonstrations that could escalate. Several destinations, including Jordan, Qatar, Egypt (and Sinai), and Somaliland, are under a Level 4 threat advisory, with recommendations against travel. Travel to Iran, Iraq, Yemen, Syria, and Lebanon is prohibited for Israeli nationals.

To mitigate risks, the NSC advises Israelis abroad to avoid displaying Israeli or Jewish symbols, refrain from posting real-time locations on social media, and remove public information about military service. Increased vigilance is recommended around synagogues, Chabad centers, and kosher restaurants. Travelers are urged to avoid political demonstrations and verbal confrontations, and to contact local security services immediately if a threat arises, followed by informing Israeli representations.
