Israel Warns Citizens of Elevated Terror Threats Abroad Ahead of Holidays

Israel's National Security Council (NSC) has issued a warning to Israeli citizens planning international travel during the upcoming autumn holidays, urging heightened caution due to a rise in threats abroad. The advisory reflects the current threat levels and trends, particularly in light of the ongoing conflict with Iran and various terrorist organizations. The NSC emphasized that no new travel warnings are being issued, but existing threats require careful consideration.

October is highlighted as a potentially tense period, marking three years since the October 7th attacks. Authorities anticipate numerous anti-Israel demonstrations in various countries, some of which could turn violent. The NSC also warned of potential terrorist attacks timed to coincide with this anniversary.

Iran remains a primary concern, with intelligence suggesting Tehran may utilize its own entities, proxies, and criminal groups to orchestrate attacks targeting Israeli diplomatic missions, security personnel, Jewish institutions, and ordinary citizens. Hezbollah is also a concern, with the NSC assessing that the organization's recent losses and desire for revenge could increase the likelihood of external attacks.

Hamas is reportedly attempting to establish terrorist infrastructure in Europe and other regions to prepare for significant attacks against Israeli and Jewish targets. Global jihadist groups, including ISIS and Al-Qaeda, also pose a threat, as do lone-wolf attackers, whose actions are considerably harder to detect in advance. Since the start of the war, 25 Israelis and Jews have been killed in terrorist attacks outside Israel, according to NSC data.

Specific travel advisories include a recommendation for extreme caution in Azerbaijan, Turkey, and the UAE due to their proximity to Iran and the risk of Iranian-linked activities. A maximum, fourth-level warning, advising against all travel, is in effect for Jordan, Qatar, Somaliland, and Egypt, including the Sinai Peninsula. Travel to Iran, Iraq (including Iraqi Kurdistan), Yemen, Syria, and Lebanon is prohibited by law due to direct threats to life. Other high-risk destinations include Pakistan, Afghanistan, Bangladesh, Somalia, Libya, and Algeria.

The NSC also advised Israelis abroad to avoid drawing attention to their nationality, suggesting they refrain from displaying Israeli symbols, wearing Hebrew-inscribed clothing, or speaking Hebrew loudly in public in high-threat areas. They also recommended limiting real-time social media posts about their location or revealing details about military service, as this information could be used to identify targets. Israelis are further advised to be cautious near synagogues, Chabad houses, kosher restaurants, and other Jewish sites, to stay away from demonstrations, and to avoid political altercations with strangers.
