הפרקליטות הגישה כתב אישום נגד מוסטפא עיסא, בן 20 מכפר קאסם, בבית המשפט המחוזי בלוד, בגין עבירות נגד ביטחון המדינה ממניע לאומני. על פי כתב האישום, בעקבות מלחמת "חרבות ברזל", החליט עיסא לבצע פיגוע טרור נגד מטרה אסטרטגית, באמצעות הטמנת מטען חבלה או הטלתו מרחפן.

עיסא התנדב בשירותי הכבאות וההצלה, וניצל את פעילותו זו כדי לסייר ולאסוף מידע על יעדים פוטנציאליים לפיגוע. בהמשך, הוא גיבש החלטה למקד את הפיגוע בחוות שרתי המחשב של חברת "אמדוקס" ברעננה. עיסא העריך כי פגיעה בחברה תגרום נזק מדיני וכלכלי חמור למדינת ישראל.
