Kfar Qassem Man Charged with Planning Amdocs Server Farm Attack

The State Prosecutor's Office has filed an indictment against Mustafa Issa, a 20-year-old resident of Kfar Qassem, for offenses against state security motivated by nationalism. The indictment alleges that for approximately a year and a half, Issa planned to attack a strategic target in Israel, gathered information, learned to construct explosive devices, and conducted experiments with acquired materials.

The indictment details that between January 2025 and August 16, 2026, against the backdrop of the "Swords of Iron" war following the October 7th attacks, Issa decided to carry out a terror attack. His plan involved planting an explosive device or using a drone to deliver it.

According to the prosecution, Issa volunteered with the fire and rescue services in May 2025, during which he began searching for a suitable target. He visited the server farm of the company Amdocs in Ra'anana and decided to focus his attack there, believing it would cause significant political and economic damage to Israel.

Subsequently, Issa downloaded files and videos on manufacturing weapons, explosives, and bomb-making, as well as content on lone attacker tactics, to aid in his plan. He also attempted to construct explosive devices, mixing flammable material with fireworks and detonators in one instance, and attempting to create explosives based on a guide using sulfur, charcoal, and other substances in another. After one experiment failed to detonate, he destroyed the materials. Prosecutors view these experiments as evidence that his plan had moved beyond theoretical planning to concrete actions.
