Hamad was arrested and later released to the Gaza Strip in 2011 as part of the Gilad Shalit prisoner exchange deal. Since his release, he continued his affiliation with Hamas's military wing, focusing on recruiting and directing the organization to promote attacks in the West Bank.

Prior to the strike, measures were taken to minimize civilian casualties, including the use of precision munitions and aerial surveillance. The IDF, Shin Bet, and police stated they will continue to protect Israeli citizens and forces and neutralize threats in the region.
