UK Poised to Ban West Bank Settlement Goods, Impose Wider Sanctions

The United Kingdom is reportedly preparing to announce a significant package of economic restrictions targeting Israeli settlements in the occupied West Bank. These measures are expected to include a ban on trade with goods produced in settlements and could extend to sanctions against companies involved in their construction and expansion. The announcement, potentially made as early as Tuesday, is seen as a strong criticism of Israeli policy toward Palestinians, according to seven officials who spoke to The New York Times on condition of anonymity.

The anticipated ban on settlement products is a key element of the package, though final details remain unclear. These actions come amid growing international isolation of Israel following the Gaza war and amidst rising settler violence and accelerated settlement expansion in the West Bank. Analysts suggest this British move could encourage other European nations to adopt similar, more stringent measures against the settlement enterprise.

While the direct economic impact on the approximately $8 billion annual trade between the UK and Israel may be limited due to the small share of settlement goods, the proposed measures represent a significant escalation beyond previous British sanctions, which targeted extremist settlers and far-right ministers. Lord Tariq Ahmad, formerly a UK Minister of State for the Middle East, indicated that the government is broadening its sanctions "from targeting individuals to looking at operations and the system."

Israeli Foreign Minister Gidon Sa'ar stated last week that Israel would "act" against any new British sanctions, though he did not specify potential responses. British Jewish groups have reportedly lobbied against the measures, arguing they unfairly target Israel and could fuel antisemitism. Meanwhile, Israeli Prime Minister Benjamin Netanyahu has continued to advance settlement construction plans at a record pace, disregarding international criticism.

This potential move follows previous strong condemnations from the UK, including Foreign Secretary Ed Miliband's description of Israel's plan to build new settlement units in E1 near Jerusalem as "unacceptable and destructive." Miliband had vowed to respond with new policies, including sanctions on those involved in settlement expansion. He also stated that the UK does not want British companies to fund, build, or promote new settlements.

Israeli ministers reacted sharply to the news. Finance Minister Bezalel Smotrich called for the British ambassador's expulsion, accusing the UK government of antisemitism and historical grievances. National Security Minister Itamar Ben-Gvir suggested Israel retaliate by recognizing Argentine sovereignty over the Falkland Islands, urging Prime Minister Netanyahu to impose sanctions on Great Britain.
