Israel's Education System Faces Scrutiny After Poor PISA Test Results

Israel's education system has come under fire following disappointing results in the latest PISA international assessment, with the Ministry of Education facing criticism for its response. Education Minister Yoav Kisch acknowledged a significant decline in student performance across reading, math, and science compared to the 2022 PISA tests. However, he also highlighted that Israel maintained its relative international standing compared to 2018, the last pre-pandemic benchmark, suggesting resilience despite the challenges of the COVID-19 pandemic and the ongoing war.

Kisch stated that the PISA tests were conducted in 2025, before the full implementation of new programs aimed at strengthening core subject instruction, such as "Israel Realit" for math and science, and "Growing Anew" for foundational skills. He argued that holding the assessment during wartime provided a "true picture" and demonstrated the education system's resilience, which the ministry intends to translate into growth and improved achievement.

The National Parents' Association described the results as a "true alarm" for the education system, acknowledging the impact of prolonged disruptions from the pandemic, security operations, and the October 7th attacks on students' learning and emotional well-being. However, they stressed that these factors, while explaining the challenges, do not absolve the Ministry of Education of responsibility. The association called for a national plan with clear goals, resources, and timelines to address learning gaps.

Similarly, the "Coalition for the Rescue of State Education" criticized the results as a failure of Israeli government education policy, not the students or teachers. They urged the ministry to exhibit the same transparency and accountability it demands from educational institutions, rather than delaying data or sugarcoating reality. The coalition pointed to issues like overcrowded classrooms, lack of equal opportunities, and significant budget disparities favoring other educational sectors as contributing factors, calling for a fundamental shift in priorities to save public education.
