Investigators determined that Shibli had expressed identification with ISIS, watched content about the terrorist group, and swore allegiance to it. The indictment was filed against him in the Nazareth Magistrate's Court by attorney Marina Rosenfeld.

Police and the Shin Bet stated that this case follows three other indictments filed recently against residents of northern Israel on suspicion of identifying with ISIS. They emphasized their commitment to combating any activity that endangers the state and its citizens, particularly when Israeli citizens attempt to act on behalf of terror groups against Israelis. The agencies vowed to continue their efforts to thwart such activities against Israel.
