Israeli Military to Gradually Withdraw from Gaza Under US-Backed Peace Plan

The Peace Council for Gaza has unveiled a roadmap to implement US President Donald Trump's peace plan, outlining a phased, time-limited, and internationally supervised process for disarming terrorist groups and militias in Gaza, alongside a full Israeli military withdrawal. The plan prioritizes dismantling Hamas's weapons to establish conditions for a credible political path toward Palestinian self-determination and statehood.

The document emphasizes halting the cycle of destruction, ensuring a gradual Israeli withdrawal, restoring civilian and economic life in Gaza, and enabling independent Palestinian governance. It proposes establishing an autonomous civilian authority called the "National Committee for Gaza Management," which will assume full civil and security powers in the Strip. Hamas and other Palestinian factions have agreed not to interfere with the committee's work, which will include financial oversight, resource management, and service rehabilitation.

The roadmap envisions a technocratic Palestinian government composed of apolitical experts. The Israeli Defense Forces will complete a phased withdrawal according to an agreed timetable, committing not to forcibly displace residents. Reconstruction efforts will be jointly planned and supervised by the peace administration and the technocratic government.

A key element involves dismantling and storing heavy weapons, military production sites, arms depots, tunnels, and armed militias. Weapons will not be transferred to Israel or non-Palestinian entities; only the technocratic government will be authorized to hold and oversee arms post-process. An international stabilization force will deploy in Gaza to separate Israeli forces from technocratic-controlled areas, secure humanitarian aid, and train a new Palestinian police force.

A supervisory committee will monitor and verify compliance with all commitments throughout the plan's phases. The Israeli military's withdrawal will proceed in line with the agreed schedule and progress in disarmament steps.
