Israeli Peace Council Proposes Multi-Stage Plan Leading to Palestinian Statehood After Hamas Disarmament

The Israeli Peace Council released a comprehensive roadmap on Friday aimed at ending the conflict in the Gaza Strip. The plan outlines a multi-phase process beginning with the disarmament of Hamas, but emphasizes that this is only an initial step toward a broader political solution culminating in the establishment of a Palestinian state. The document explicitly states that the goal is not merely to end hostilities but to "advance a credible political path leading to self-determination and statehood."

Under the proposed framework, all civilian and security authority in Gaza would be transferred to a newly formed Palestinian technocratic government called the "National Committee for Gaza Management." Hamas and other Palestinian factions would be required to refrain from interfering, while the new government would hold exclusive control over weapons and security forces. An international verification committee would oversee the agreement's implementation, supported by an international stabilization force tasked with separating Israeli Defense Forces (IDF) from areas under Palestinian control, securing humanitarian aid, and assisting in establishing a new Palestinian police force.

The IDF would gradually withdraw from Gaza according to an agreed timetable, with assurances that no forced displacement of residents would occur. Gaza's reconstruction would be managed jointly by the Peace Council and the new Palestinian government. The plan also enshrines the principle of "one authority, one law, one weapon," mandating the dismantling of armed militias and terror infrastructures, with remaining arms controlled solely by the Palestinian government, not Israel or any foreign entity. Progression through the plan's stages depends on approval from the international verification committee, with the final political objective clearly defined as fulfilling conditions necessary to advance Palestinian statehood.
