Peace Council Unveils Roadmap for Gaza Plan Completion Including Full Israeli Withdrawal

The Peace Council responsible for Gaza's future released a detailed roadmap to implement former President Donald Trump's peace plan, based on UN Security Council Resolution 2803. The plan calls for a complete Israeli withdrawal from the Gaza Strip, disarmament of Hamas and other extremist factions, and transfer of governance to an independent Palestinian committee.

The new civilian authority will manage Gaza's resources and security independently, without interference from armed groups. Hamas and other factions have agreed to hand over all civil and security powers to the National Committee for Gaza's administration during the transition period. This committee will conduct comprehensive financial oversight, managing public funds and settling up to $400 million in obligations to suppliers and contractors over three years.

Security arrangements will follow the principle of "one authority, one law, one weapon." All police weapons will be transferred to the National Committee, and police personnel will undergo thorough vetting while retaining their rights. A gradual disarmament process will dismantle heavy weapons, production sites, and tunnels, with all arms deposited under the committee's control. The document explicitly states that weapons will not be transferred to Israel, and disbanded militia members will not join Palestinian security forces or participate in Gaza's governance or law enforcement.
