Peace Council Unveils Roadmap to Complete Gaza Plan with Palestinian Self-Governance

The Peace Council responsible for Gaza's future released a detailed roadmap to implement President Donald Trump's peace plan, based on UN Security Council Resolution 2803. The plan calls for a full Israeli withdrawal from Gaza, disarmament of Hamas and other militant groups, and transferring governance to an independent Palestinian committee.

The new civilian authority, the National Committee for Gaza Management, will assume full civilian and security powers without interference from militant factions during the transition. It will conduct comprehensive financial oversight, managing public resources and settling up to $400 million in obligations to suppliers and contractors over three years.

Security arrangements will follow the principle of "one authority, one law, one weapon," with all police weapons under the committee's control. A gradual disarmament process will dismantle heavy weapons, production sites, and tunnels, explicitly prohibiting weapon transfers to Israel. Militants dismantled in this process will not be integrated into Palestinian security forces or governance.

The council envisions deploying a temporary international stabilization force and establishing a political track toward creating a Palestinian state. This roadmap aims to fulfill the objectives set by President Trump and advance a peaceful resolution in Gaza.
