Comprehensive Roadmap Revealed for Implementing US Peace Plan in Gaza Following Hamas Agreement

Following Hamas's announcement of its acceptance of US President Donald Trump's comprehensive peace plan for Gaza, the full roadmap for implementing the agreement has been disclosed. The document outlines political, security, and civilian steps required from all parties, including transferring governance in Gaza to a new Palestinian committee, gradual disarmament of armed groups, deployment of an international stabilization force, and phased withdrawal of Israeli Defense Forces from the Gaza Strip.

The plan mandates all parties to reaffirm their commitment to the peace plan and the UN Security Council resolution that will serve as the framework for implementation. Its goals are to end hostilities, complete Israel's full withdrawal from Gaza, establish a new Palestinian government, rehabilitate the Gaza Strip, and initiate a political process toward Palestinian self-determination and statehood.

Within 14 days, implementation mechanisms and timelines will be set, followed by the entry of the National Civilian Administration Committee (NCAG) into Gaza, which will assume full civilian and security authority. Transition between phases will be contingent on verification by an International Verification Committee (IVC), which will monitor compliance.

Hamas and other groups will transfer all governance and security powers to the NCAG and will not interfere with its operations. The NCAG will oversee public institutions, manage public assets, audit Gaza's financial status, and regulate existing financial obligations over a three-year program. Security arrangements will unify authority under "one law, one weapon," with police forces undergoing vetting and control of police arms transferred to the NCAG. Heavy weapons, production sites, and tunnels will be gradually dismantled, with all weapons remaining Palestinian-owned and stored under NCAG control. Militias' weapons will also be stored by the NCAG, but militia members will not join Palestinian security forces.

The plan includes deploying a temporary International Stabilization Force (ISF) to monitor the ceasefire, separate IDF forces from NCAG-controlled areas, secure humanitarian aid, and train the Palestinian police. Israel will complete a phased withdrawal according to an agreed schedule, committing not to force Gaza residents to leave. Internal security responsibility will transfer to the NCAG.

The agreement also calls for a Palestinian reconciliation accord to end internal violence and prohibit armed demonstrations and military parades. Reconstruction of Gaza will begin under an international program supervised by international bodies and the new Palestinian administration.
