Peace Council Details Plan to Disarm Hamas and Facilitate Israeli Withdrawal from Gaza

Two days after the Peace Council released its detailed "Roadmap" for implementing President Trump's peace plan in Gaza, key aspects of the strategy have been clarified by an official source speaking to N12. The source emphasized that Hamas has committed to full disarmament, acknowledging the agreement publicly, and that there is no way for Hamas to avoid compliance. The plan focuses on a sequence of steps Hamas must take before Israel halts military operations and begins withdrawing, initially to the Yellow Line, with further withdrawals contingent on progress.

The Peace Council official explained that Israel's commitments, including ceasing military actions and withdrawing, were already part of Trump's original 20-point plan. However, the new roadmap specifies that these Israeli steps depend on Hamas undertaking significant actions first, such as ceasing all military activity, recruitment, and rearming, which will be verified by an international monitoring committee in a short timeframe.

Regarding disarmament, the plan calls for the storage of heavy weapons to begin once a technocrats' committee is established and an International Stabilization Force (ISF) is deployed. Control over both light and heavy weapons will be exclusively held by this technocrats' committee, not Hamas, with weapons stored inside Gaza under continuous supervision. The process is expected to take between 200 and 350 days.

In parallel, a pilot program is advancing to allow tens of thousands of Gazan civilians to relocate to areas outside Hamas control, where improved humanitarian conditions will be established ahead of winter. The Peace Council source indicated that Israel might withdraw sector by sector from verified weapons-free zones, although this is not explicitly stated in the roadmap.

The plan also includes training a new Palestinian police force, which will be vetted and operate under the technocrats' committee. Morocco is expected to lead the training efforts, conducted in Egypt, but the force is not yet ready to assume policing responsibilities in Gaza.
