Peace Council Unveils Ambitious Gaza Plan to Weaken Hamas Control

The Peace Council released a detailed plan on August 1, 2026, aiming to advance the peace process in the Gaza Strip by weakening Hamas's authority. Hamas has expressed cautious agreement with the plan, which outlines a series of significant steps Hamas must take before Israel commits to military withdrawal and halting operations. A senior Peace Council official told N12 that Israel's withdrawal will only occur after Hamas implements these measures, including ceasing military activities and disarming under international supervision.

The plan stipulates that Hamas's weapons will be stored within Gaza and monitored by an international technocrats' committee and a multinational stabilization force. The official emphasized that the committee, not Hamas, will control both light and heavy arms, with the disarmament process expected to take between 200 and 350 days. Israel's military pullback will be gradual and contingent on verified progress in disarmament and dismantling terror infrastructure.

Additionally, the plan includes a pilot project to relocate tens of thousands of Gazans to areas outside Hamas control, offering improved humanitarian conditions by the upcoming winter. Morocco is set to play a central role in training a new Palestinian policing force, with training to take place in Egypt. This force will be thoroughly vetted and operate under the technocrats' committee, though it is not yet ready to assume security responsibilities in Gaza.

The Peace Council official stressed that Hamas publicly agreed to the plan and now faces the challenging implementation phase. The roadmap does not impose new commitments on Israel beyond those in the previous Trump administration's 20-point plan but clarifies the sequence of actions required for Israel to begin withdrawing. The international committee will soon assess Hamas's compliance, which will determine Israel's subsequent military steps.
