Hamas Talks in Cairo Show Progress Despite Disputes Over Disarmament

Significant progress has been reported in ongoing talks in Cairo between Hamas and mediators regarding the implementation of the second phase of an agreement in the Gaza Strip. Palestinian sources and mediators alike have noted a positive atmosphere, though no final agreement has yet been reached. The main sticking point remains Hamas's refusal to fully disarm.

The Palestinian newspaper Palestine, affiliated with Hamas, highlighted a more favorable U.S. stance toward an updated proposal by Nikolay Mladenov, head of the UN Peace Council. This shift has encouraged moving from debating the proposal's wording to discussing its implementation mechanisms. Another Palestinian source told Al-Sharq Al-Awsat that the talks are nearing consensus on Mladenov's proposal.

Key issues under discussion include expanding humanitarian aid, establishing a civilian governance mechanism in Gaza, Israeli troop withdrawal, deployment of an international force, and Hamas's weapons. The talks began after the Israeli cabinet approved an international stabilization force for Gaza. Mediators emphasize that any agreement must involve complete dismantling and regulation of Hamas's tunnels and weapons, with no partial measures accepted.

While it remains uncertain if a final deal will be reached, the mediators and the Peace Council are committed to a comprehensive resolution. Sources in Cairo, Jerusalem, and Washington stress that partial disarmament or tunnel dismantling will not suffice.
