Police Investigators Clear Officers in Deadly Shooting of Border Guard in Netanya

An investigation by the Police Internal Investigations Department (Mahash) has concluded that the officers who fatally shot Sergeant-Second Class David Hoyer Amrani, a Border Police officer, in Netanya on Saturday acted appropriately and will not face prosecution. The findings, reported by Kan News on Monday, state that Amrani, 20, fired a long rifle in a residential neighborhood, endangering the public and necessitating his neutralization.

According to the investigation, responding officers arrived at the scene but could not identify Amrani, who was hiding among trees. They suspected he was a terrorist. The officers claim Amrani fired at them, prompting them to return fire. The distance and terrain where he was concealed prevented them from targeting his lower body to avoid a fatal outcome.

Amrani was killed after opening fire in the city streets and subsequently towards the security forces who arrived to stop him. No other casualties were reported in the incident. Social media footage showed Amrani walking through the neighborhood with a rifle and a plastic chair before confronting security forces.

A witness described hearing bursts of gunfire and people running for cover in buildings. The report also briefly mentions a separate case of a combat veteran who died by suicide after allegedly not receiving adequate support from the system.
