Jerusalem Man, 23, Dies in Motorcycle Crash in Vietnam

A 23-year-old resident of Jerusalem, David ben Lulu, was killed in a motorcycle accident in Vietnam last Friday. The international unit of ZAKA, an Israeli emergency response organization, received the report and immediately began coordinating with relevant authorities in France and Vietnam due to the complexity of the case, as the deceased held both Israeli and French citizenship.

Efforts were made to contact French Foreign Ministry officials, leading to the French Consulate in Hanoi opening on Sunday, despite being scheduled to be closed. This special opening facilitated the processing of necessary documents for the case. Simultaneously, ZAKA's international unit is working with the family and local authorities to ensure the deceased is treated with dignity and to complete the procedures for his transfer to Hanoi and subsequent repatriation to Israel for burial.

Serge Ben Haim, commander of ZAKA France, stated that they have been working continuously with French, Vietnamese, and Israeli authorities since learning of the incident. He personally visited the French Foreign Ministry, where instructions were given to the Hanoi team. The consulate in Hanoi opened specifically to expedite document processing. The deceased is located hundreds of kilometers from Hanoi, and efforts are underway to arrange his transfer and swift return to Israel with full respect.

Haim Weingarten, ZAKA's deputy operations director, described the case as complex, requiring coordination across multiple countries. He affirmed that ZAKA's international unit, in collaboration with ZAKA France and the family, is working to overcome difficulties and expedite the procedures, hoping to complete all necessary actions soon to bring David for burial in Israel.
