Israeli Authorities Charge Two Suspects for ISIS Allegiance and Planned Attacks on Temple Mount and Northern IDF Base

The Haifa District Attorney's Office is set to file indictments against two northern Israel residents, a minor and an adult, accused of pledging allegiance to ISIS and planning attacks against security forces at the Temple Mount and an IDF base in northern Israel. The investigation was jointly conducted by the Northern District Police's Central Unit and the Shin Bet security service. Upon filing the charges, the prosecution will request that both suspects remain in custody until the conclusion of legal proceedings.

The first suspect, a 16-year-old from the Galilee, was arrested on August 4, 2026, during a combined operation by Shin Bet and the Northern District Police. Investigators found that he had sworn loyalty to ISIS, sought out online instructions for making explosive belts, and intended to carry out an attack targeting Jewish police officers and soldiers at the Temple Mount.

Following the minor's arrest, a 19-year-old Haifa resident named Ibrahim Kaabia was detained as well. He is also suspected of pledging allegiance to ISIS and, according to police statements, planned an attack on an IDF base in northern Israel. The two suspects had distinct targets: the minor aimed at security personnel at the Temple Mount, while Kaabia focused on a military base in the north.

With the joint investigation now complete, the case will proceed to the Haifa District Court, where indictments will be formally submitted alongside a request to keep both suspects in detention throughout the trial process.
