Two Northern Israeli Residents Charged for Pledging Allegiance to ISIS and Planning Attacks

Israeli police and the Shin Bet announced on August 28, 2026, that indictments will be filed against two residents from northern Israel who pledged allegiance to the terrorist organization ISIS and planned attacks against security forces at the Temple Mount and an IDF base in the north. The first suspect is a 16-year-old minor from the Galilee, who was arrested earlier in the month after it was discovered he had sworn loyalty to ISIS. During his interrogation, it emerged that he had been searching online for instructions on making explosive belts and intended to carry out an attack targeting police officers and soldiers at the Temple Mount.

A few days after the minor's arrest, a second suspect, Ibrahim Kaabia, a 19-year-old from Haifa, was detained on suspicion of also pledging allegiance to ISIS. Kaabia allegedly planned to execute an attack at an IDF base in northern Israel. Following the conclusion of their investigations, the Haifa District Prosecutor's Office is expected to file formal charges and request that both suspects remain in custody until the end of legal proceedings.

Authorities emphasized the severity with which they view any involvement of Israeli citizens in activities that threaten national security and public safety. They pledged to use all available means to ensure that those involved in such activities are brought to justice.
