The Tel Aviv District Planning and Building Committee has approved a significant urban renewal plan for city center neighborhoods 5 and 6, paving the way for approximately 14,000 new housing units. The plan, submitted by the Tel Aviv-Jaffa Local Planning and Building Committee and prepared by City Engineer Udi Carmeli, aims to revitalize existing structures, enhance seismic resilience, and improve protection against earthquakes. It covers an area of about 1,700 dunams (approximately 420 acres) between Bograshov and Shaul Hamelech streets to the north, Yitzhak Elhanan to the south, Hayarkon to the west, and Menachem Begin and Shprintzak to the east.
This initiative is part of a broader renewal effort in central Tel Aviv, following similar approvals for districts 3 and 4. The plan allows for independent renewal of existing buildings through additions or demolition and reconstruction, with building rights determined by plot size, floor count, and building lines, allowing for heights between 5.5 and 7.5 stories depending on the area. The construction of the new units is expected to be implemented gradually over the coming years.
A key challenge addressed by the plan was balancing urban renewal with the preservation of Tel Aviv's architectural heritage, particularly within the "White City" area, a UNESCO World Heritage site. The plan maintains existing building volumes, historical plot layouts, and the unique architectural character while enabling building modernization. Designated heritage buildings are excluded from the plan for individual review. For the first time in this area, the plan mandates the allocation of built public spaces on plots larger than 700 square meters for uses such as daycare centers, kindergartens, and cultural and community institutions.
The plan integrates with the existing public transportation network, including the planned Red, Green, and Purple light rail lines and three future metro stations. It also considers compatibility with National Outline Plan 70, preserving the dense urban fabric, pedestrian accessibility, and mixed-use characteristics of the area. The District Committee expedited the planning process, approving the plan within 11 months to provide planning certainty and encourage urban renewal.
Shira Talmi Babai, Chairwoman of the District Committee, stated that the expedited timeline was intended to create certainty and encourage building renewal for protection and reinforcement, especially given the ongoing emergency situation. Erez Ben Eliezer, Tel Aviv District Planner, added that the plan promotes a diverse and accessible housing mix, strengthens existing street-level commerce, and creates active, quality street frontages, enabling responsible urban development while preserving the historic architectural charm of the city center.
