נשיא צרפת עמנואל מקרון התייחס בנאומו בעצרת האו"ם למצב ביהודה ושומרון, וטען כי ארגון הטרור חמאס מעולם לא פעל באזור. מקרון אמר כי "יום אחר יום אנחנו עדים להפרות" בגדה המערבית, ותהה "בשם מה" הפרות אלו מתרחשות, תוך שהוא קובע כי חמאס לא פעל שם.
