Israel Overhauls Disabled Parking Permit System to Tighten Eligibility and Usage

The Israeli Ministries of Finance and Transportation are implementing a significant reform to the disabled parking permit system. The new mechanism will determine eligibility based on medical functional tests and National Insurance Institute disability benefits, aiming to standardize and better regulate permit issuance. This change comes after a government report revealed that approximately 150,000 disabled parking permits were issued improperly, highlighting serious flaws in the current system's oversight and application process.

A key modification is the elimination of the option to link a single disabled parking permit to two vehicles, except in cases involving parents of a disabled child. In such exceptions, permit holders must use a dedicated app to report in real time which vehicle is in use to prevent simultaneous misuse. The Transportation Ministry is already promoting the "Haniti" app, designed to monitor and prevent dual use of permits.

The reform will take effect within the year, with temporary permits expiring without automatic renewal. Permit holders seeking renewal must meet the new eligibility criteria. This overhaul aims to reduce fraud and misuse while ensuring that parking benefits remain accessible to those with genuine disabilities. The changes will directly impact hundreds of thousands of disabled permit holders across Israel regarding how they obtain, renew, and use their parking permits.
