US Signs Civil Nuclear Cooperation Agreement with Saudi Arabia Amid Regional Concerns

The Trump administration officially announced the signing of a civil nuclear cooperation agreement with Saudi Arabia, marking a significant deepening of strategic ties between the two countries. The "123 Agreement" was signed in Washington by US Energy Secretary Chris Wright and Saudi Energy Minister Prince Abdulaziz bin Salman. The deal establishes a legal framework for a multi-decade partnership involving billions of dollars in investments, enabling American companies to lead Saudi Arabia's civilian nuclear energy program while adhering to strict safety and non-proliferation standards.

Military analyst Noam Amir highlighted three main warning signs: the US approval of Saudi Arabia's civilian nuclear program could prompt other Middle Eastern countries to seek similar deals, potentially altering the regional strategic balance; the long-term economic partnership, expected to last around 30 years and involve massive US investments, might reduce Israel's influence in Washington regarding Saudi affairs; and the lack of a linked normalization agreement between Saudi Arabia and Israel, especially after the October 7 attack, is seen as a missed diplomatic opportunity.

Despite these concerns, some in Israel view the agreement as potentially beneficial by drawing Saudi Arabia closer to the US camp and away from Chinese and Russian influence. This alignment could clarify Riyadh's strategic choices and bolster the moderate regional bloc against Iran's ambitions. Tehran is expected to monitor the development with apprehension, as stronger US-Saudi ties may undermine its regional dominance aspirations.
