WhatsApp to Charge Businesses for Customer Service Messages Starting October 2026
Meta is set to implement a significant change to its WhatsApp Business API model, ending the free service window for business-customer interactions starting October 1, 2026. Currently, businesses can engage in unlimited, free conversations with customers for 24 hours after the initial customer contact. Under the new policy, every outgoing message sent by a business within this service window, whether by a human agent or an automated chatbot, will incur a per-message fee.
This shift will affect hundreds of thousands of businesses globally and in Israel that utilize advanced systems and the WhatsApp Business API for customer service and automation. Operational update templates sent within an open window will also be charged at the full rate. The international rate for a service message in Israel is estimated to be between approximately 1.6 to 2 agorot (less than half a US cent) per delivered message.
Meta will provide a monthly free quota of 1,000 service messages per business number, meaning charges will only apply from the 1,001st message. This change specifically targets businesses using the API and connected systems like CRMs, digital switchboards, and bots through external providers. It does not impact the standard, free WhatsApp mobile application or the regular WhatsApp Business app used for manual responses on a single number.
Large customer service centers with agents sending multiple short replies, and businesses employing AI chatbots for extended conversations, are expected to face the most significant financial impact. Conversely, small and medium-sized businesses with lower inquiry volumes will likely see minimal effect, as the free quota should cover most of their activity. Incoming messages from customers will remain free, and conversations initiated via paid ads on Facebook or Instagram will continue to benefit from a 72-hour free window.
