Terror Cell Planning Attack on Modi'in Restaurant Dismantled

Israel's security forces, including the Shin Bet, Israel Police, and the IDF, have dismantled a significant and extensive terror infrastructure responsible for planning attacks against Israelis and security forces. Over 30 operatives from Jerusalem and the West Bank were arrested in connection with the network, with investigations ongoing for some individuals.

Among those detained are two Jerusalem residents identified as activists from "Shabab Al-Aqsa," an organization linked to Hamas. These individuals are Tzviach Abu Tzeviach, son of Misbah Abu Tzeviach who carried out a deadly attack in 2016, and Rashid Rishk, who was released in a hostage deal in January 2025. Also arrested are Muhammad Abu Tzeviach, Muhammad Azmi Bakri, and Ahmed Azmi Bakri, all Jerusalem residents who allegedly belonged to the terror cell.

According to the security agencies, Rishk and Tzviach Abu Tzeviach established a broad terror network, recruiting military cells across the West Bank to carry out attacks. Weapons intended for attacks and additional military equipment were seized during the investigation. The probe revealed that Ahmed Azmi Bakri and Rashid Rishk were planning an attack on a restaurant in Modi'in where Ahmed worked. Furthermore, Muhammad Bakri reportedly trained Rishk and Muhammad Abu Tzeviach in bomb-making.

Rishk and Tzviach Abu Tzeviach also planned a shooting attack against security forces in Azaria. Following the investigation, Jerusalem District Prosecutor's Office filed indictments against five Jerusalem residents for offenses including managing a terror organization, active membership in a terror organization, conspiracy and preparation for murder, weapons offenses, and recruiting for a terror group. Arrest warrants have been requested until the legal proceedings conclude.

Indictments are also expected soon against West Bank residents involved in the infrastructure. Security forces stated they will continue to thwart Hamas and other terror groups' attempts to attack Israeli civilians and security forces.
