Terror Cell Dismantled, Plot to Assassinate Minister Ben-Gvir Foiled

Israel's State Prosecutor's Office has filed a severe indictment against five residents of Jerusalem and Kafr Aqab, accusing them of managing and being members of a terror organization, weapons offenses, and preparing for murder. The indictment follows a joint investigation by the Shin Bet, Israel Police, and the IDF, which led to the arrest of over 30 operatives from Jerusalem and the West Bank, dismantling a widespread and dangerous terror infrastructure.

According to the indictment, the organization was established in early 2023 by Rashid Rishq, who was released in January 2025 as part of a hostage deal, and Zviach Abu Zviach, the son of a terrorist who carried out a deadly attack in Jerusalem in 2016. The two recruited members, raised funds, acquired M-16 rifles and pistols, and trained in bomb-making. Their objective was to establish cells throughout the West Bank and prepare for a "day of command" in early 2027 to carry out deadly attacks.

Among the thwarted plans, Rishq recruited Ahmed Bakri, an employee at a restaurant in Modi'in, and suggested he carry out a shooting attack there, exploiting his familiarity with the location. Bakri was instructed to remain at his job while the organization planned to supply him with a weapon and vest. The infrastructure's leaders also planned a shooting attack against security forces in the area. The exposure of the infrastructure and the arrest of those involved prevented the execution of these planned attacks.

Additionally, a separate indictment filed recently revealed that Rishq purchased weapons from an East Jerusalem resident and had previously led a cell that planned to assassinate Minister Itamar Ben-Gvir. The prosecution is now seeking to detain the five main defendants until the legal proceedings are concluded, with further indictments expected in the coming days against other individuals involved in the affair.
