Terror Cell Planning Attack on Modi'in Restaurant Thwarted

An extensive terror infrastructure planning attacks against civilians and security forces has been exposed and thwarted by a joint operation involving the Shin Bet, Israel Police, and the IDF. Over 30 operatives were arrested in the Jerusalem and Judea and Samaria regions, with investigations ongoing for some.

Among those arrested are two Jerusalem residents identified with Hamas's "Shabab Al-Aqsa" organization: Tzviach Abu Tzeviach, son of Misbah Abu Tzeviach who carried out a deadly attack in 2016, and Rashid Rishk. Rishk was released in a hostage deal in January 2025. Three other Jerusalem residents, Muhammad Abu Tzeviach, Muhammad Azmi Bakri, and Ahmed Azmi Bakri, were also apprehended as part of the infrastructure.

According to the Shin Bet and Jerusalem District intelligence, Rishk and Tzviach Abu Tzeviach established the network and recruited military cells across Judea and Samaria. During the operation, weapons and military equipment intended for attacks were seized.

Investigations revealed that Ahmed Azmi Bakri and Rashid Rishk planned an attack on a restaurant in Modi'in where Ahmed worked. Muhammad Bakri trained Rishk and Muhammad Abu Tzeviach in bomb-making. Rishk and Tzviach Abu Tzeviach also planned a shooting attack against security forces.

The Jerusalem District Prosecutor's Office has filed indictments against the five arrested individuals for managing and actively participating in a terror organization, preparing for murder, weapons offenses, and recruiting members. The prosecution requested their detention until the end of proceedings, with further indictments expected against those from Judea and Samaria in the West Bank military court.
