National Insurance Institute Clarifies Disability Pension Eligibility and Payment Details

Israel's National Insurance Institute (Bituah Leumi) has provided comprehensive details regarding eligibility for general disability pensions, emphasizing that entitlement is determined not only by medical condition but also by income, disability percentage, and work capacity.

To qualify, individuals must be Israeli residents aged 18 to retirement age, with a disability stemming from illness, accident, or birth defect. Claims can be filed from age 18 up to 12 months after retirement age. A key income requirement is that earnings must be below NIS 8,261 for 90 consecutive days within the 15 months prior to the claim, effective January 1, 2026. Medical criteria include a minimum of 60% disability, or 40% for multiple conditions, and a determination of reduced work capacity by at least 50%.

The Institute outlined the application process, which can be done online, by phone, or by mail, requiring recent pay stubs or employer statements for employees and income declarations for self-employed individuals. Following application, a claims officer reviews eligibility, and a National Insurance doctor assesses the medical condition, potentially referring the applicant to a medical committee.

Medical committees, composed of specialists, evaluate the applicant's condition, determine disability percentages based on established criteria, and can involve multiple committees for various ailments. Applicants can bring a companion or translator and are permitted legal representation. The Institute advises applicants to clearly articulate their current complaints and functional difficulties to the committee.

Pension amounts vary based on work capacity levels, ranging from NIS 2,718 for 60% capacity to NIS 4,711 for 100% or 75% capacity, effective January 1, 2026. Additional allowances are available for children and spouses, subject to specific conditions, including the spouse's income not exceeding NIS 7,848 monthly. Individuals receiving pensions can continue to work if their income remains below NIS 8,261, with pension amounts adjusted accordingly. Payments are generally made on the 28th of each month, with retroactive payments possible for up to 12 months prior to the claim date.

A "fast track" process is available for individuals with severe disabilities, such as those with active cancer treatment, ALS, or significant mental or intellectual impairments, aiming for claim resolution within 30 days. The Institute also offers professional rehabilitation services and vocational training assistance for those with at least 20% disability who cannot return to their previous work.
