Phoenix, Migdal, WeSure Win State's $100 Million Auto Insurance Contract

The insurance companies Phoenix, Migdal, and WeSure have been awarded a tender by the Israeli Ministry of Finance's Accountant General to provide private vehicle insurance for state employees, retirees, and career military personnel for the year 2027. The agreement is expected to cover over 70,000 vehicles with an estimated financial scope exceeding 400 million shekels (approximately $100 million USD).

This marks the first time the tender includes career military personnel, with thousands expected to join the plan. The contract specifically covers the private vehicles of eligible individuals, not the government's fleet. Participation is voluntary for state employees.

The new tender allows insurance companies to set deductibles based on policyholder characteristics and driving history, potentially offering preferential terms to lower-risk drivers. Policyholders with excellent insurance records may also have the option to purchase coverage with a full deductible waiver. The policies will include expanded towing and roadside assistance services, with an option to add coverage for young drivers on a daily basis.

The Ministry of Finance noted that the enrollment process is largely digital, with approximately 66% of participants in 2026 joining independently through the online system. Policies can be issued digitally to computers or mobile devices.

Eli Bitan, Senior Deputy to the Accountant General and chairman of the tender committee, stated that the increasing number of insured individuals and the interest from additional entities in joining the tender indicate the model's success, both in terms of service and economic savings for the state budget.
