Moroccan Troops to Establish First International Stabilization Outpost in Gaza Strip

The Trump Peace Council is advancing its first construction project in the Gaza Strip: a military outpost designed to house approximately 150 Moroccan troops. According to a report by The Guardian on August 6, 2026, the outpost will be located in an area under direct Israeli Defense Forces control near the Israel-Gaza border. The Moroccan contingent will operate as part of an international stabilization force overseen by the U.S. military, rotating in and out from bases in Israel. However, the legal framework for the deployment has not yet been finalized, and the exact timing for the troops’ arrival remains uncertain.

Morocco, along with Albania, Kosovo, Indonesia, and Kazakhstan, has joined this international force, with additional countries in talks to participate. The Peace Council and the Palestinian National Committee for Gaza Management, composed of Palestinian technocrats, are finalizing contracts related to facilities supporting the stabilization force. The contract for the outpost, expected to be about 100 by 120 meters, is likely to be awarded to Arkel International, a company with prior U.S. government project experience.

The outpost will be situated roughly 1.6 kilometers from the Israeli border and will include a rapid evacuation route in case of attack. This facility represents a scaled-down version of an earlier plan to build a base for up to 5,000 troops, which would have included combat positions and short-term accommodation. The original vision, presented by Jared Kushner earlier this year, involved a comprehensive "New Gaza" reconstruction with mixed-use towers and industrial zones.

Currently, the Peace Council is promoting a pilot program to relocate Gaza residents from Hamas-controlled areas to zones outside Hamas authority, starting near Rafah and other locations along the "yellow line," pending Israeli approvals. This initiative aims to gradually establish new governance without Hamas disarming. Preparatory work has begun, including clearing rubble and installing basic infrastructure, supported by the United Arab Emirates. The international stabilization force will help secure these areas and maintain order, minimizing direct contact between the IDF and the Palestinian population. A security screening system will prevent armed militants from entering, while allowing non-combatant residents freedom of movement.

Israeli officials have emphasized that broad reconstruction efforts will not commence until Hamas is disarmed, but the pilot is intended to reduce Hamas’s control over the population and improve humanitarian conditions in Gaza.
