צה"ל ושב"כ הגדירו את מפקד חטיבת רפיח של חמאס, נאיל אבו עביד, כיעד מרכזי לתקיפה בדרום רצועת עזה. אבו עביד נחשב למחליפו של מוחמד שבאנה, שחוסל ביוני 2025 בתקיפה בחאן יונס. באותה תקיפה חוסל גם ראש הזרוע הצבאית של חמאס דאז, מוחמד סינוואר.

התקיפה הממוקדת נועדה לפגוע בפיקוד ובשליטה של חמאס ברפיח, ובכך לערער את יכולותיו הצבאיות באזור. חטיבת רפיח היא אחת החטיבות המרכזיות של הארגון, והיא שימשה כנקודת מוצא למתקפות רבות נגד ישראל.
