Israeli Contractor Indicted for Reckless Killing of Palestinian Teacher in West Bank Clash

The Israeli State Prosecutor's Office filed charges on Thursday against 33-year-old Yinon Eliya Levi from Maon, accusing him of causing the death of Palestinian teacher Ouda Muhammad Khalil Al-Hadalin by reckless manslaughter. The incident occurred one year ago during a confrontation in the West Bank's Har Hebron Regional Council area, where Levi was working as an earthworks contractor developing a new neighborhood.

According to the indictment submitted to the Beersheba District Court by attorney Noga Kider from the Southern District Prosecutor's Office, Levi instructed a 17-year-old excavator driver to break through private land without authorization, which led to a crowd gathering and a subsequent clash. During the confrontation, Levi fired a gun toward an area where people, including Al-Hadalin, were present. Al-Hadalin, who was about 20 meters away in the village community center yard, was fatally shot while filming the event, including the moment Levi shot him.

The indictment details that the excavator driver struck a person with the machine's digging tooth, causing head and shoulder injuries, yet Levi ordered the driver to continue breaking through fences. The crowd responded by throwing stones at the excavator, prompting Levi to shout and physically confront some of those present. He then fired one bullet parallel to the ground toward the village buildings, where people were located, resulting in Al-Hadalin's death. Levi also fired a warning shot into the air after threatening the crowd not to throw stones.

Levi faces charges of reckless manslaughter, trespassing while armed, and intentional property damage. The case highlights tensions surrounding unauthorized construction activities in contested West Bank areas and the fatal consequences of the ensuing clashes.
