IDF Chief Warns Israeli Leaders Against Law Granting Extended Exemptions to Draft Dodgers

IDF Chief of Staff Aviv Kochavi sent an urgent letter on Monday to Prime Minister Benjamin Netanyahu, Defense Minister Yoav Gallant, and the Knesset Foreign Affairs and Defense Committee chairman, strongly opposing a proposed law that would grant extended exemptions from arrest, investigation, or enforcement to yeshiva students who avoid military service. Kochavi argued that the bill does not address the IDF's manpower needs but instead incentivizes draft evasion by providing immunity from criminal responsibility to those who shirk service.

He emphasized that the IDF, which demands unprecedented sacrifice from its soldiers and is expanding reserve duty recruitment, cannot endorse mass exemptions from prosecution. Kochavi warned that such a move would cause a deep rift with the serving military personnel who have borne the combat burden for over two and a half years, increasing inequality within the ranks.

Furthermore, Kochavi noted that the IDF lacks the tools or comparative advantage to assess the technical criteria involved, which rely solely on affidavits and their verification rather than substantive evaluation. He also highlighted that assigning this responsibility to the military imposes a heavy organizational burden and distracts critical command attention from operational tasks. Kochavi called for the immediate removal of the committee mechanism proposed in the bill to prevent these negative consequences.
