The Israel Defense Forces (IDF) has initiated a process to review and potentially award commendations and decorations to soldiers and civilians who demonstrated exceptional bravery during the battles of October 7, 2023, and up to the start of the ground operation in Gaza. A meeting was held to launch this process, led by the Head of the Manpower Directorate, Major General Dadi Bar Kalifa, and the President of the Military Court of Appeals, Major General Orly Markman, with the participation of all brigade and sector commanders.

During the meeting, commanders were presented with a framework, approved by the Chief of Staff, for evaluating outstanding acts of heroism. The process will involve multiple stages. First, commanders at the brigade level will submit recommendations to their division commanders. Approved recommendations will then be forwarded to the relevant major general and subsequently to a regional committee, headed by a major general in the Southern Command. A general staff committee will then review the regional committees' recommendations for Chief of Staff commendations and decorations. The Chief of Staff will make the final decision on these, while recommendations for the Medal of Valor will be sent to the Defense Minister for approval.

The Chief of Staff has also ordered the establishment of regional committees to examine commanders' recommendations and a general staff committee to propose candidates for the Chief of Staff commendation and decorations. These committees will include active-duty and reserve personnel from various IDF branches. The IDF views honoring acts of bravery and sacrifice as a fundamental duty to its service members, fallen soldiers, and their families.

In addition to military personnel, exceptional civilian acts of heroism from October 7th and the subsequent period will also be considered. Suitable cases will be submitted to the advisory committee for the President of Israel's award for civilian heroism, a mechanism already in place and used during the war.
