The Israel Defense Forces (IDF) has initiated a formal process to review and award medals and citations for acts of bravery during the period from October 7th to the start of the ground operation in the Gaza Strip. A conference was held to launch this process, led by the Head of the Manpower Directorate, Dudu Bar Kalippa, and the President of the Military Court of Appeals, Orly Markman, with participation from all IDF brigade and sector commanders.

A plan approved by the Chief of Staff was presented, outlining a multi-stage procedure. Commanders will submit recommendations for decorations to their division commanders, who will then forward approved recommendations to the relevant brigadier general. These will then go to a regional committee, headed by a general in the Southern Command. Subsequently, a general staff committee will review recommendations for the Chief of Staff's citation and other decorations. Recommendations for the Medal of Valor will be decided by the Chief of Staff and then sent to the Defense Minister for approval.

To facilitate this, the Chief of Staff has ordered the establishment of regional committees to examine commanders' recommendations and a general staff committee to propose candidates for the Chief of Staff's citation and other decorations. These committees will include career and reserve personnel from various IDF branches and directorates.

The IDF also acknowledged exceptional civilian acts of heroism during the same period. Suitable cases will be forwarded to the advisory committee for the President of Israel, aligning with the existing mechanism for awarding the "President's Medal for Civilian Heroism." The IDF views honoring the bravery and sacrifice of its service members and commemorating their combat legacy as a fundamental duty to them, their fallen, and their families.
