Professor Shachar Nevo, a 60-year-old mathematics lecturer at Bar Ilan University, has been indicted for planning terrorist attacks against Arab Israelis. The State Prosecutor's Office announced Wednesday that a gag order on his name had been lifted. According to the indictment filed Monday, Nevo devised a detailed plan codenamed "Ha'Ayit" (The Eagle), an acronym for "The People Will Do Transfer." The plan envisioned the deployment of 72 "Jewish terror incidents" carried out by 12 terror cells, each with six operatives armed with various weapons. These cells were to launch simultaneous, surprise mass terror attacks in mixed cities and Arab towns. Nevo also allegedly planned for these cells to receive pre-coordinated assistance and backup from "ideological elements" recruited from the IDF, including bombing Arab population centers by the Air Force, Artillery Corps, and Armored Corps.

To advance this scheme, Nevo conducted reconnaissance and aerial photography in the Tuba-Zangaria area and authored a 20-page document titled "Ha'Ayit - The People Will Do Transfer - Ideological Basis and Action Plan." Practically, the indictment states, he instructed in documents on "carrying out mass murder, rapid takeover of friction zones, roads, entrances/exits to Arab communities, mixed cities, and hospitals." He gave a clear directive: "Show no mercy even to their cruel and disgusting women and children, do not stop before pleas, harden your hearts."

Bar Ilan University issued a statement denouncing the alleged actions and announcing Nevo's immediate suspension pending the outcome of the proceedings. The university administration urged law enforcement and the prosecution to deal with him severely if the allegations are proven true, stating zero tolerance for such phenomena that contradict Jewish, Israeli, and human values, and especially the university's values. Nevo's legal representatives, attorneys Hadar Sharir and Alon Porat from the Public Defense, stated they are in the early stages of the legal process and will consider their next steps after reviewing the investigation materials.
