A mathematics lecturer from Bar Ilan University, Shachar Nevo from Petah Tikva, has been indicted for planning to murder hundreds of Arabs across Israel over several years. The indictment, filed by the Central District Prosecutor's Office, charges Nevo with preparing for a terror attack, extortion, and obstruction of justice. Prosecutors are seeking his detention until the legal proceedings conclude.

Nevo's meticulously detailed plan, which he called "Eagle - with God's help, transfer will be done," was conceived between February 2023 and his arrest two weeks ago. He aimed to recruit 72 Jewish attackers, at least half of whom would be licensed to carry firearms, including himself. These individuals would be organized into 12 terror cells, each with six attackers, armed with various weapons like pistols, rifles, axes, and hammers.

The plan stipulated that these cells would launch surprise mass terror attacks in mixed cities and Arab villages throughout Israel. Nevo also sought to enlist rogue elements within the IDF to provide support, including bombing Arab population centers with air force, artillery, and armored corps assistance. His writings instructed participants not to show mercy to women and children, to harden their hearts, and to avoid any hesitation, as any pause would lead to chaos and a massacre of Jews.

Nevo's stated goal was to cause the expulsion of all Arab citizens of Israel, including Bedouins, and Palestinians from East Jerusalem and the West Bank, from Israel. To advance his plan, he spent about a year and a half trying to recruit supporters without success. He also conducted a reconnaissance mission around the village of Touba-Zangaria to study optimal access and attack routes for the village, which he intended to be a primary target.
