Major Terror Infrastructure Dismantled, Indictments Filed

In a joint operation, Israel's security forces, including the Shin Bet, Israel Police, and the IDF, have dismantled a significant and extensive terror infrastructure responsible for planning attacks against Israeli civilians and security forces. Over 30 operatives from Jerusalem and the West Bank were arrested during the operation, with investigations ongoing for some.

Among those arrested and indicted are two Jerusalem residents identified as operatives of the 'Shabab Al-Aqsa' organization, affiliated with Hamas. These include Zviach Abu Tzebech, son of Misbah Abu Tzebech who carried out a deadly attack in October 2016 killing two Israelis, and Rashid Rishk, who was released in January 2025 as part of a hostage deal. Also indicted are Muhammad Abu Tzebech, Muhammad Azmi Bakri, and Ahmed Azmi Bakri, all Jerusalem residents who were part of the infrastructure.

Investigations revealed that Rishk and Zviach Abu Tzebech established a broad terror network, recruiting military terror cells across the West Bank with the aim of carrying out attacks against Jews and security forces. Weapons intended for attacks and additional combat equipment were seized during the investigation.

Further details emerged showing that Ahmed Azmi Bakri and Rashid Rishk planned an attack on a restaurant in Modi'in where Ahmed worked. Muhammad Bakri reportedly instructed Rishk and Muhammad Abu Tzebech on bomb-making, and Rishk and Zviach Abu Tzebech planned a shooting attack against security forces in Azaria. The Jerusalem District Prosecutor's Office has filed serious indictments against the five individuals, charging them with managing a terror organization, active membership in a terror organization, conspiracy and preparation for murder, weapons offenses, and recruiting members for a terror organization.

Their detention until the end of proceedings has been requested. Indictments against other West Bank residents involved in the infrastructure are expected soon. Security forces stated they will continue to thwart Hamas and other terror organizations' attempts to carry out attacks against Israeli citizens and will prosecute all involved.
