Israel Thwarts Hamas-Linked Terror Cell Planning Attacks

Israel's security forces have dismantled a significant and extensive terror infrastructure linked to Hamas, which was planning attacks against Israelis and security forces. The operation, a joint effort by the Shin Bet, Israel Police, and the IDF, led to the arrest of over 30 operatives from Jerusalem and the West Bank. Investigations into some of these individuals are ongoing.

Among those arrested are two Jerusalem residents identified as activists of the 'Shabab Al-Aqsa' terror organization, affiliated with Hamas. They are Tzviach Abu Sbeih, son of Misbah Abu Sbeih who carried out a deadly attack in October 2016 killing two Israelis, and Rashid Rishk, who was released in January 2025 as part of a hostage deal. Also detained are Muhammad Abu Sbeih, Muhammad Azmi Bakri, and Ahmed Azmi Bakri, all Jerusalem residents who were found to be part of the terror infrastructure.

During the investigation, it was revealed that Rishk and Tzviach Abu Sbeih established a broad terror network, recruiting military terror cells across the West Bank. Their objective was to carry out attacks against Jews and security forces. Weapons intended for these attacks, along with additional combat equipment, were seized. The investigation also uncovered that Ahmed Azmi Bakri and Rashid Rishk intended to attack a restaurant in Modi'in where Ahmed worked. Muhammad Bakri reportedly trained Rishk and Muhammad Abu Sbeih in bomb-making after they expressed their intent to conduct terror activities. Rishk and Tzviach also planned a shooting attack against security forces in Azaria.

The Shin Bet and the Jerusalem District's Central Unit concluded their investigation, leading the Jerusalem District Prosecutor's Office to file serious indictments against the five individuals. They face charges including managing a terror organization, active membership in a terror organization, conspiracy and preparation for murder, weapons offenses, and recruiting members for a terror group. Their detention until the end of legal proceedings has been requested. Indictments against other West Bank residents involved in the infrastructure are expected soon.

Security agencies stated they will continue to thwart Hamas and other terror organizations' attempts to carry out attacks against Israeli citizens and will prosecute all involved to the fullest extent of the law.
