According to Axios, the plan is in its early stages and will not be implemented before the Israeli elections on October 27 and the U.S. midterm elections on November 3. As part of this initiative, the U.S. intends to act as a guarantor for the proposed regional alliance.

Further elements of the strategy reportedly include a plan for the disarmament of Hamas, security agreements between Israel and Syria, and the continued implementation of a framework agreement between Israel and Lebanon. A key objective is also the expansion of the Abraham Accords, specifically aiming for a normalization agreement between Israel and Saudi Arabia.

U.S. officials acknowledge that the outcome of the upcoming Israeli elections could impact the initiative's prospects. However, they maintain that the Trump administration is committed to advancing the plan regardless of which government is in power in Jerusalem.
