  • High-tech layoffs continue and may spread to other sectors amid economic and technological shifts.
  • Workers losing jobs must review insurance coverage, especially for loss of work capacity.
  • War-related injuries delay career progress for many young Israelis, impacting workforce capacity.
  • Demand for foreign workers is rising sharply, with a new quota of 50,000 approved.
  • Foreign labor is now essential across multiple industries, requiring structured policy and rights protection.
  • Labor market changes signal broader shifts in Israel’s employment landscape beyond tech.

Israel’s labor market is navigating a complex phase marked by ongoing layoffs in the high-tech sector, rising demand for foreign workers, and significant challenges for young workers affected by the prolonged conflict. Despite relatively stable unemployment rates and job vacancies, the tech layoffs that began earlier this year continue into the summer and may soon spread to other sectors. This trend is driven by multiple factors including the strong dollar impacting companies with foreign revenues, the adoption of AI reducing workforce needs, and a redefinition of work environments within tech firms. Yael Belgrai, head of the tech sector at 100 DUNS by Dun & Bradstreet, explained that these changes could lead to new types of hiring but also signal broader shifts that may affect the entire Israeli economy.

The wave of layoffs raises critical concerns about insurance coverage for employees. Maor Eliasi, CEO of Orient Insurance Agency, emphasized the importance for workers who lose their jobs to review their insurance policies, particularly coverage for loss of work capacity, which can provide vital financial support if illness or injury prevents them from returning to work. Legal expert Shari Dvir highlighted that many laid-off tech workers or those shifting to lower-paying jobs often fail to adjust their insurance coverage to reflect their new income, potentially jeopardizing their protection.

Dvir also pointed to the war’s impact on the workforce, noting a significant increase in working-age individuals suffering physical or mental injuries, which delays career progression and earning potential. She stressed that the labor market challenge is not just employment numbers but maintaining effective work capacity by rehabilitating and accommodating affected workers to prevent long-term economic harm.

Meanwhile, the demand for foreign workers is surging, driven by labor shortages exacerbated by the conflict and reduced availability of Palestinian workers. Shir Sela, CEO of Global Bridge, which connects employers with foreign labor, noted that foreign workers have become essential across many industries including construction, agriculture, manufacturing, hospitality, and services. The government recently approved a quota for 50,000 foreign workers, but shortages remain, particularly in construction where an estimated 40,000 more workers are needed to meet building targets. Sela called for a structured policy to manage foreign labor supply while protecting workers’ rights, recognizing that foreign workers are now a permanent and critical component of Israel’s labor market.

Overall, Israel’s labor market is undergoing significant transformation influenced by economic, technological, and geopolitical factors, requiring attention to workforce insurance, rehabilitation, and labor policy adjustments in the year ahead.
