Israel Election: Revised Ballot Count May Limit Mandate Shifts

Israel's Central Elections Committee has lowered its estimate for remaining "double envelope" ballots to 430,000-480,000, down from 600,000-650,000. This revision suggests fewer potential shifts in Knesset seat distribution, with the number of seats affected possibly dropping from 15 to 11-12. Preliminary results show neither Prime Minister Benjamin Netanyahu's bloc nor the opposition has the 61 seats needed to form a government, a situation unchanged by the revised ballot count.

  • Israel's election committee reduced its estimate of uncounted ballots to 430,000-480,000.
  • The revised count may limit Knesset seat shifts to 11-12, down from an earlier estimate of 15.
  • Netanyahu's bloc has 53 seats, opposition has 48, and Arab parties have 19, with 61 needed for a majority.
  • Parties near the 3.25% threshold could still impact seat distribution.
  • Neither major bloc currently has enough seats to form a government.

Israel's Central Elections Committee has significantly reduced its estimate for the number of "double envelope" ballots yet to be counted, potentially limiting major shifts in the Knesset seat distribution. The committee now projects 430,000 to 480,000 such ballots, down from an earlier forecast of 600,000 to 650,000. This revised figure, if confirmed, would be comparable to the approximately 463,000 double envelopes counted in the 2022 elections.

The reduction in uncounted ballots lessens the likelihood of substantial changes to the preliminary results. Currently, Prime Minister Benjamin Netanyahu's bloc holds 53 seats, opposition Zionist parties led by Gadi Eisenkot have 48, and Arab parties hold 19. A majority of 61 seats is required to form a government, a threshold neither bloc has yet reached.

Previously, the estimated 600,000-650,000 double envelopes were thought to represent enough votes for approximately 15 Knesset seats. The revised estimate suggests this number could be closer to 11 or 12 seats. However, the final distribution depends on total valid votes, parties clearing the 3.25% electoral threshold, and residual vote agreements.

Attention is now focused on parties close to the threshold, such as the "Reservists, Economic Party" (2.6%) and "Amcha Israel" (1.6%). If either crosses the 3.25% mark with the remaining votes, it could alter the seat allocation for others.

Uncertainty remains regarding the political leanings of voters using double envelopes, traditionally including a significant number of soldiers whose votes have sometimes favored Zionist parties. However, the diverse political views among military personnel mean current trends cannot be automatically projected. The revised forecast reduces overall uncertainty but does not change the current deadlock, with neither bloc possessing the 61 seats needed to form a government.
