Legal Group Challenges Police Restrictions on Umm al-Fahm Protest

The Adalah Legal Center has filed a petition with Israel's Supreme Court on behalf of the Popular Committee of Umm al-Fahm, challenging restrictions imposed by the local police station and the Inspector General. The protest, planned for September 5th on Route 65 at the entrance to the city, aims to address violence and crime.

Adalah attorney Hadeel Abu Saleh argues that the police's conditions, including forcing the protest to a less visible location and limiting participants to 200, infringe upon the right to demonstrate. The original planned location was on Route 65, but police insisted on moving it to a roundabout about 200 meters away, which Adalah contends renders the protest ineffective as its purpose is to reach drivers on the main road.

The petition emphasizes that protests do not require prior police permits, and the organizers' contact with the police was for coordination purposes only. Adalah asserts that arbitrarily limiting the number of participants and assigning responsibility for parking violations to organizers are disproportionate measures that undermine the right to protest.

Adalah highlighted that the Popular Committee has a history of organizing numerous successful protests, including on Route 65, and that police are aware of their methods and the participants' discipline. Attorney Abu Saleh stated that the right to protest includes the ability to convey a message to the intended audience, and moving the demonstration to an unseen location negates its core purpose.
