Israeli Heritage Ministry Conditions Budget for October 7 Memorial at Kibbutz Kfar Aza

Kibbutz Kfar Aza, which suffered devastating losses during the October 7, 2023 massacre with 62 killed and 19 kidnapped, has decided how to commemorate the tragedy nearly three years later. The Heritage Ministry, led by Minister Amichai Eliyahu, agreed to allocate only 2 million shekels for the memorial but imposed a condition that the ministry controls the manner of commemoration, effectively demanding "copyright" rights over the memorial's design and narrative.

The kibbutz leadership strongly opposed this condition, with the chairperson stating that the government's only rights pertain to the events of October 7 itself, and that the community will ensure the tragedy is memorialized according to their wishes. The kibbutz plans to reconstruct parts of the "Young Generation" neighborhood, build a large memorial center, and erect a monument for fallen soldiers who defended their home.

In response to the ministry's restrictive condition, the Jewish National Fund (Keren Kayemet LeIsrael, KKL) announced it will provide the kibbutz with 15 million shekels to support the memorial efforts independently. KKL chairman Eyal Ostrinsky criticized the government's veto power over the memorial's form, calling it an injustice to the kibbutz and community.

The Heritage Ministry has not yet responded to requests for comment. The massacre at Kfar Aza was documented in March 2025 by security footage revealing the attackers' arrival, kidnappings, looting, and the movement of hundreds of Gazans between the kibbutz fence and Gaza Strip. This footage highlighted the scale and horror of the attack, which remains a deeply traumatic event for the community.
