Jared Kushner to Visit Israel to Resolve Dispute with Netanyahu Over Hamas Disarmament Plan

Jared Kushner is scheduled to arrive in Israel on Sunday alongside Tony Blair and Nikolay Mladenov to address ongoing disagreements with Prime Minister Benjamin Netanyahu regarding the disarmament of Hamas and the sequence of Israeli withdrawal from Gaza. The trio will discuss the implementation of a peace roadmap aimed at a fully disarmed Gaza, where Hamas relinquishes control to a technocratic Palestinian government, enabling reconstruction efforts.

Following their meetings in Jerusalem, Kushner, Blair, and Mladenov will proceed to Cairo to engage with Egyptian officials and other mediators. These talks are intended to move from conceptual discussions to concrete steps for implementing the roadmap. The plan involves phased disarmament "sector by sector," with Israel withdrawing from areas only after verification that weapons have been removed and the area is demilitarized.

A key point of contention remains Netanyahu’s demand that Hamas be completely disarmed across Gaza before any further Israeli withdrawal, contrasting with the phased approach favored by the peace council. Discussions will focus on defining "full disarmament," verification mechanisms, and guarantees preventing Hamas from rearming. The fate of heavy and light weapons, weapons caches, production facilities, and tunnels will also be addressed, alongside enforcement measures if Hamas violates the agreement.

Preparations continue for establishing a technocratic Palestinian government, the National Committee for Gaza Management, which would assume civilian and security responsibilities from Hamas, which must relinquish practical control. The deployment of an international stabilization force alongside a new Palestinian police force remains incomplete, raising concerns about security gaps following Israeli withdrawal.

Egypt, Qatar, and Turkey have played central roles in persuading Hamas to accept the roadmap and are expected to be key in its implementation. The success of Kushner’s visit will be measured by narrowing gaps over disarmament and withdrawal mechanisms and advancing a mutually agreed sequence of actions. If progress is made in Jerusalem, subsequent talks in Cairo will aim to formalize these understandings into a practical roadmap for the next phase of the Trump administration’s Gaza plan.
