Netanyahu Says Draft Arrest Freeze Law Will Not Return, Promises New Conscription Legislation

Prime Minister Benjamin Netanyahu stated in a closed discussion that the law freezing arrests of draft-dodging yeshiva students failed to increase enlistment rates among the ultra-Orthodox community. He declared that the law will not be reinstated in the next government. Netanyahu emphasized, "Whoever does not study Torah will be drafted or go to jail." The law, enacted in a legislative blitz, was intended as a temporary measure to reduce tensions and boost ultra-Orthodox recruitment, but it did not achieve its goals.

Netanyahu further explained that after the upcoming elections, a broad national government will be formed to pass comprehensive conscription legislation that meets the Israel Defense Forces' needs. This new law will replace the current arrangement, as the attempt with the arrest freeze law was unsuccessful. About two weeks ago, reports indicated Netanyahu's intention to distance himself from ultra-Orthodox parties ahead of the elections, aiming to maintain his political bloc without alienating it.

On July 15, the Israeli Supreme Court issued a conditional order suspending the enforcement of the draft arrest freeze law. The judges reasoned that the law contradicted rulings on equal burden sharing and professional opinions suggesting such measures encourage draft evasion. A further hearing with an expanded panel is expected to address the issue in depth.
