IDF Issues New Guidelines Restricting Entry to West Bank Areas After Attack Near Kfar Tal

Following a severe attack near the West Bank village of Kfar Tal, the IDF's Central Command has issued a directive tightening coordination procedures for visits to the West Bank. The new guidelines emphasize that entering Areas B and A without prior coordination and appropriate security arrangements endangers lives, and those who do so without authorization bear full responsibility. The directive clarifies the distinctions between Areas A, B, and C in the West Bank, as defined by the Oslo Accords: Area A is under full Palestinian control, Area B under Palestinian civil administration with Israeli security control, and Area C under full Israeli control. Despite this, many "friendly" villages in Area B, such as Deir Qaddis near Modi'in Illit and Husn near Beitar Illit, are frequented by Haredi residents for shopping and other needs.

The Central Command's memo highlights the complex security reality in the West Bank and the operational challenges faced daily. It stresses the necessity for all parties to act responsibly and strictly adhere to security protocols, especially regarding entry into high-risk areas. The document warns that unauthorized entry into Area A is a criminal offense and that such incidents often require rapid deployment of security forces into complex environments, exposing them to operational risks, as occurred in the recent attack.
