Israel Railways Faces Leadership Crisis as Acting CEO Appointment Is Rejected
Yaakov Marciano's appointment as acting CEO of Israel Railways was rejected due to concerns over his lack of experience to lead the company. The nomination sparked strong opposition from two board members, retired judge Sarah Frish and Professor Shulamit Geller, who resigned after the decision to appoint Marciano was initially approved. The controversy led to the conclusion that the role was too demanding for Marciano, who only joined the company in December following a long military career.
Currently serving as the railway's passenger division VP, Marciano was proposed for acting CEO after Avner Flor, the current acting CEO, was slated to become chairman of the board. Flor is set to replace former chairman Moshe Shimoni, who recently left for a similar role at Mekorot. Flor's appointment awaits ministerial approval but cannot proceed until an acting CEO is appointed, as the company has been without a permanent CEO for a year.
The board is now considering other vice presidents for the acting CEO role, with operations VP Avi Almaliah, who previously served as acting CEO, emerging as the leading candidate. Israel Railways has faced ongoing challenges since former CEO Moshe "Chico" Zana's turbulent departure, including a major system failure in August, escalator shutdowns at the country's busiest station, and damage caused by Iranian fire. After a failed recruitment process yielded no suitable candidates, a new search is underway to find a qualified professional capable of managing a powerful labor union and overseeing multi-billion shekel projects while ensuring the safety and experience of millions of monthly passengers.
